EN 15194, UL 2849 and UN 38.3: Different Purposes Buyers Should Understand

Understand the different roles of EN 15194, UL 2849 and UN 38.3 when reviewing an electric bike and its battery documentation.

Short answer: these references do not mean the same thing. EN 15194 concerns electrically power-assisted cycles in its applicable scope; UL 2849 addresses the e-bike electrical system; UN 38.3 relates to lithium battery design tests for transport. Buyers should review each required scope separately.

EN 15194 is a bicycle-system reference

For European EPAC projects, confirm the destination classification first. The EU type-approval regulation excludes a defined group of pedal-assist cycles at or below 250 W where assistance cuts when pedalling stops and before 25 km/h. The relevant conformity route and current standard editions still need model-specific professional review.

UL 2849 focuses on electrical-system safety

UL 2849 evaluates the combination of drive train, battery system and charger system for e-bikes. It is not a substitute for every mechanical, labeling, traffic-law or transport requirement. Verify the certified model and electrical combination rather than assuming a component logo covers the whole bicycle.

UN 38.3 supports lithium battery transport

Lithium cells and batteries offered for transport must meet the applicable design-test requirements. Request the test summary and match its battery or product model, manufacturer and report details to the battery being shipped.
