EU Regulation 168/2013 excludes from its type-approval scope certain pedal-assist cycles with maximum continuous rated power at or below 250 W, assistance that stops when pedalling stops, and progressive reduction with cutoff before 25 km/h. Products outside that description can follow a different route.
US consumer-product rules define a low-speed electric bicycle using operable pedals, a motor below 750 W and a solely motor-powered speed below 20 mph under stated test conditions. State traffic and class rules can add requirements for where and how the bicycle is used.
A motor marketed with one nominal number may have different ratings or control behavior across systems. Ask for the exact motor, controller, software setting and test basis. Do not change speed or power settings after documentation review without checking the impact.
Maintain separate approved specifications, labels, manuals, controller settings and document registers when selling to multiple markets. Give each configuration a clear identifier so production, inspection and after-sales teams can distinguish them.
